According to the BBC there needs to be more “confidence building” in terms of the environmental impact a third runway would have at the West London hub.
There could even be a ban on Heathrow staff driving to work.
Expansion at Gatwick has also reportedly not been ruled out.
In July the government-appointed Airports Commission led by Sir Howard Davies backed a new runway at Heathrow.
The government had been expected to deliver its decision to parliament before the end of the year.
Yesterday a spokesperson for the prime minister said yesterday: “We will respond to the Davies report by the end of the year."
TTG contacted a spokesperson for the Department for Transport, who said there had been no change in the timetable.
