Both France and Germany have been hit by floods, leaving at least 11 people dead and forcing thousands from their homes.
More downpours are also forecast throughout the weekend, with as much as two inches of rain expected to fall in some regions in just a few hours.
Towns in southern Germany have been devastated by the floods, and Belgium and Poland have also been affected, the BBC said.
French president Francois Hollande is set to declare a state of natural disaster in the worst-hit areas, in order to free up emergency funds.
