The move means visa holders from Iraq, Syria, Libya, Iran, Somalia, Sudan and Yemen will be allowed to enter the US until the full case has been heard.
It comes after Seattle’s federal judge blocked Trump’s ban, which had prevented travellers from the mainly-Muslim countries from arriving in the US, on Friday.
On Saturday a federal appeals court then rejected Trump’s bid to reinstate it.
The White House and two US states challenging the ban – Washington and Minnesota - have been given a deadline of Monday to present more arguments.
Donald Trump was quick to vent his frustration on Twitter following news of the failure of his appeal.
One tweet read: “Just cannot believe a judge would put our country in such peril. If something happens blame him and court system. People pouring in. Bad!”
He later added: “I have instructed Homeland Security to check people coming into our country VERY CAREFULLY . The courts are making the job very difficult!”
